October 13th, 2006: MOE Response to Carp landfill groundwater concerns: HERE
September 28th, 2006. Concerns raised about groundwater contamination around the Carp landfill. Local residents examine Waste Management's own annual reports, raise questions about the results, and request that the Minister of the Environment answer these concerns. Concerns about the existing operation echo those raised by City Council on June 14th, 2006 (see below).

June 14th, 2006. Ottawa City Council votes on motions addressed at Waste Management's draft Terms of Reference: Click HERE
Summary of motions passed:
Motion 1: The MOE must:
a) Place all copies of approvals and permits on public record.
b) Provide 10 years of compliance reports and complaint/response reports.
c)
Delay consideration of any TofR until current compliance is assured.
Motion 2: Given that the draft TofR is so deficient, The City is to request that the MOE::
a) Allow 180 more days for further comments on any updates to the TofR.
b)
Require any EA to peer reviewed by independent experts paid for by WM.
Motion 3:
Given that there were so many concerns raised about the draft TofR and that there is a large disparity between WM's expansion proposal and provincial target's for landfill diversion... that the City request that the MOE consider ALL the responses made and advise the City of any actions it will pursue.
Motion 4: Based on the current low diversion rates in the City for residential and IC&I diversion, Council is to:
a) Direct the REOI on alternative technologies to include residential and IC&I
b)
Direct staff that the IWMMP be revisited to include residential and IC&I
c)
Request that WM and WSI consider the City's ongoing activities
Motion 5: Given that provincial leadership in waste management has diminished, Council to approve:
a) City staff to expedite investigation into the City's opportunities to increase IC&I diversion and to report to PEC in winter '06/'07.
b) Requesting the province to increase enforcement of existing waste diversion regulations.
c) Requesting the province to create a task force involving various partners to develop meaningful diversion strategies.
Motion 6:As lack of landfill space is causing everyone to reconsider waste management plans, Council is to:
a) Direct the City staff to ensure that the City of Ottawa is a model for IC&I diversion.
b) Direct City staff to include planning for this IC&I diversion in the 2007 budget with implementation in the 2008 budget.

January 12th, 2006: WM Release Draft Terms of Reference for expansion proposal to triple size of current landfill. TofR includes plans to accept waste from Quebec and there were NO alternatives to landfill considered. No clear definition of need was included. Yearly capacity requested was more than twice what City of Ottawa really needs. See WM's draft TofR HERE.
